Project name: Management Consulting and Strategic
Planning
BLC has supplied a management consulting and strategic
planning resource to interact with executive management groups of
TBS in order to assess current and planned IM/IT infrastructures,
frameworks, vertical management, and horizontal management.
BLC's consultant operated at strategic levels and was an integral resource
concerning the analysis of IM/IT structures for the "Whole-Of-Government." with
an emphasis on providing multi-level maturity models to assist in the progression
from ad-hoc states to mature business levels.
Specifically, our resource provided the following services:

Analysis and documentation of how to strengthen the government's
leadership in respect to horizontal management through the use of world
class maturity models, supporting best practices, quality systems, critical
processes, and control objectives, |

Advice and identification of the maturity models, best practices, quality
systems, critical processes, and control objectives to be used, including: the
Capability Maturity Model Integration (CMMI), ISO 9000, COBIT, Malcolm Baldrige
Criteria, and ITIL, |

Introduction of a master system wide maturity model, and associated
sub-models that would provide opportunities for improving the efficiency of
government information frameworks. These frameworks would be the next
generation e-Government strategies which would enable government departments
to accommodate the rapid pace of information management and technological
change, |

Methodologies to allow the elimination of extraneous levels of government
management, |
 |
Set stages for continuous improvement throughout all government
departments. |
